Small businesses, located within the city limits of Houston, can access capital for their business expansion needs through the Small Business Revolving Loan Fund. The program is designed to assist businesses in the early stages of development, stabilize and expand existing business and promote commercial development within the city of Houston.

A non-profit organization established by the City of Houston, the HSBDC was created for the purpose of fighting community deterioration and expanding development of small businesses in the Houston area.
